Johnson Township Community Improvement Plan (CIP)

Johnson Township Council has initiated a project to create a Community Improvement Plan (CIP) to identify incentives that can aid in community beautification, the attraction of new development and businesses, and assist in upgrading current establishments, developments, and businesses. The development of this plan will include:

  • A Stakeholder Survey to provide your feedback
  • Identifying the Plan Area and Outlining Financial Incentives for the area
  • A Virtual Open House to view a draft of the plan and ask any questions you may have
  • The completion and adoption of the final Community Improvement Plan (CIP)

The completion of the Community Improvement Plan will result in a variety of incentives being offered from the Township to community members, business owners, and key stakeholders to help offset the cost of:

  • Beautification to yards and households
  • New developments
  • Updating existing developments
  • Business supports for growth or creation of new businesses

Community Input:

The window for community input into the Community Improvement Plan is now open. There are two options to have your input heard:

  • The Stakeholder Survey is available here: https://forms.gle/Xr3QiE9zdvg7vwMc6 and will stay open for input until March 31, 2022. What is a Community Improvement Plan?

A Community Improvement Plan (CIP) is a tool used by municipalities within Ontario to provide financial incentives to residents and business owners working towards beautifying, developing and redeveloping within an established plan area. Financial incentives can be provided by way of grants to constituents, as well as incremental tax increases on new uses, etc.

What is the Identified Project Area?

The area that has been identified within the Municipality that is being studied for improvement. Sometimes called the “Project Area”. This helps to identify where, specifically, the incentives identified in the Community Improvement Plan can be spent. The “Project Area” identified in Johnson Township is the whole of the Municipality with a special focus on the Hamlet of Desbarats.

Who is Involved in the Community Improvement Plan?

Council will initiate the need to create a Community Improvement Plan and will adopt the plan once completed. The creation of the plan can be completed by municipal staff or a third party. In the case of Johnson Township, a third party EcoVue Consulting was hired to create the plan.

The creation of the plan involves community members, business owners, and other key stakeholders in the designated Project Area. These individuals will all get a chance to provide feedback and input into the plan. The Planning Act requires that at least one public meeting be held before the Community Improvement Plan is adopted by Council. How Long Does it Take to Complete the Community Improvement Plan?

The Community Improvement Plan can take upwards of 6 months to complete. Once the project area has been identified and all the community feedback gathered, the draft plan is shared and then reviewed again. Once finalized the Community Improvement Plan is sent to the Ministry of Municipal Affairs to provide their comments and ensure there are no contradictions to the Municipal Act within the plan. They have up to 6 months to provide comments. At which point Council can adopt the Community Improvement Plan and incentives can start to roll out.
